Not sure how much is the open water course now(i did mine more then 10yrs ago, abt $500+++). Jus did my advance for around $400 in Tioman with Desmond.

He teaches the GUE course, and they hold all the records worth holding in diving for safety, depth and duration.

As with any certification it's not actually the certificate (PADI/NAUI/GUE/SSI/I forget what the british version is now, BSAC?/etc) but the instructor(s). I'd say speak to people with a lot of experience and ask who they'd get to teach their kids to dive safe.
Jerry's obviously made his recommendation already, if the price differential is not too big, that's probably a good choice.

But the foundational concepts that GUE is built on are very different from PADI etc.
PADI is actually a marketing organization, they state their objectives are the same as GUE etc, but the implementation is fundamentally different.
PADI creates a plethora of courses designed to make you keep coming back, paying more money and buying more equipment. Hence the vast range of 'specialist' courses. GUE does one foundational course and its the basis for all future training.
The price differential for GUE and PADI will be a big one
